Spending on education commands a significant portion of the state budget. In the mid-1990s, it was about 12 percent, but the figure rose to 16.85 percent in 2012.

One other significant change in this period has been the removal of many of the old restrictions on the private sector’s involvement in education. So-called “semi-public” and “people-founded” institutions have rapidly increased in number; nonpublic education is especially common in preschool, vocational, and technical education, and increasingly also at the higher level of general education. Such institutions cover nearly all of their operating costs from student fees.

A foreign education is becoming more popular with each passing year. In 1993 Harvard University set up a Fulbright Economic Teaching Program in Ho Chi Minh City, teaching the fundamentals of the market economy and public policy to Vietnamese middle managers. Today international universities in the country include RMIT (Australian) and British University Vietnam. Some Vietnamese institutions have joint programs with foreign universities that enable their students to complete their final year at universities in the US, UK, Australia, and New Zealand.

The number of Vietnamese studying abroad has been growing and is about 60,000. Top countries for Vietnamese students include the US, China, Australia, the UK, and Japan. At the last count there were more than 16,000 Vietnamese students in the USA.
